What tends to be worth doing at the same time

Anything behind a surface you are already opening. Services, insulation and structural work are cheap while a wall is open and expensive the moment it is closed. If a room is coming apart anyway, that is the moment to ask what else is behind it, because the same work will cost several times as much as a standalone job later.

The survey is not a formality

Most renovation surprises are not really surprises. They are things that were visible to anyone who opened the right panel before the programme was priced, and were found instead in week three when the programme could no longer absorb them. Time spent understanding the existing building before the scope is fixed is the single highest-return hour on a renovation, and it is the hour most often skipped because it produces no visible progress.
